The Ganga Expressway Project was launched by Uttar Pradesh Chief Minister Mayawati after coming to power in 2007. The project aims to construct a 1047 km access controlled eight-laned expressway running along the Ganga river. This expressway will connect Greater Noida to Balia thus ensuring high speed connectivity between the Eastern and Western boundaries of Uttar Pradesh. The project is expected to be completed in the next four years

Ganga Expressway Project
Jaiprakash Associates Ltd’s wholly owned subsidiary, Jaypee Ganga Infrastructure Corporation has signed the concession agreement with Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) for the prestigious 1,047 km long eight lane access controlled Ganga Expressway from Greater Noida to Ballia on March 23, 2008 and has also deposited a Bank Guarantee of Rs 1,491 crore towards the same. The proposed expressway from Ballia to Greater Noida and passing through Varanasi, Mirzapur, Allahabad, Pratapgarh, Rae Bareli, Unnao, Hardoi, Farrukhabad, Shahjahanpur, Badaun, Bulandshahr, is to be 155 metre wide, including the width of the embankments and service roads. The expressway which is divided into four packages of approximately 250 km each, had attracted 19 bidders during the pre-qualification round including Reliance Energy, Unitech, Gammon etc. Jaiprakash Associates Ltd was awarded the Ganga Expressway project as its combined bid for the four packages of the project was the lowest. The project was awarded to JAL in January 2008.

Benefits
Travel time
The 1,047 km expressway, which promises to reduce travel time from Ballia to Noida to about ten hours.

Real estate development
The project aims to develop regions all along the proposed stretch by opening up ten major economic and development zones of 4-5 thousand acres each. The infrastructure facilities like electricity, water, roads, health services, educational institutions and housing will be provided in these areas. In the development zone, industries will be established in Ten thousand acres.


Flood solution

This project will be constructed on the embankments on the left bank of the river Ganga. These place are flood prone. The proposed road stretch will protect approximately 3.40 lakh hectare land from flooding, which currently yields single crop. These areas are expected to cultivate multi-crop once the project gets completed. Hence, thousands of farmers will be able to reap benefits of at least double crop.

36 Tehsils of 19 districts will benefit from the Ganga Express-way. These include Sadar, Dalmau, Lalganj, Salon and Unchahar tehsils of RaiBareli district, Bighapur and Sadar tehsils of Unnao district, Jamania and Mohammadabad tehsils of Ghazipur district, Sadar tehsil of Varanasi district, Kunda tehsil of Pratapgarh district, Soraon, Phoolpur, Handia, Karchana, Meja and Sadar tehsils of Allahabad district, Sadar, Kayamganj and Amritpur tehsils of Farrukhabad district, Dataganj, Sahaswan, Gunnaur and Badaun tehsils of Badaun district, Sadar, Bansdeeh, Beria tehsils of Ballia district, Gyanpur and Aurai tehsils of Bhadoi district, Khurja, Dibai, Shikarpur tehsils of Bulandshahar district, Sandila, Bilgram, Savaijpur tehsils of Hardoi district and Jalalabad tehsil of Shahjahanpur district. Apart from these, Etah, Kannauj, Kanpur Dehat, Kanpur Nagar, Kaushambi and Mirzapur districts will also benefit from this.

Financials
The concessionaire is expected to be leased around 7,000 ha of land for commercial development in order to construct the expressway. Jaypee had sought land worth Rs 293.55 crore for property development along the expressway in order to construct the expressway. Jaypee had asked for minimum development rights out of all the bidders.

Status
The alignment plan for the expressway has been submitted to the Government of Uttar Pradesh for approval.Once approval is received, ground survey will be initiated and land acquisition process will start. Financial closure is expected within 7-8 months period and work would commence thereafter simultaneously in all 16 districts.

Construction

The construction of the expressway is going to be done under a Public-private partnership model. The UP government has accepted bids from various infrastructure companies. The Uttar Pradesh government has awarded the controversial Rs 30,000 crore Ganga Expressway contract to Jaypee Infratech Pvt. Ltd even as one of the bidders is considering a legal challenge. [3]. The company with the winning bid will be given a 35 year period to extract toll. The companies which had submitted the bids included:

The project is being developed under consultancy from SREI Infrastructure Finance Ltd and the Indian Railways’ consultancy firm RITES. The construction is anticipated to be started by April 2008.

The project for which approximately 631.1 square kilometres has been earmarked has seen stiff opposition from the central Congress government and local farmers alike. 70% of the land earmarked for the project is agricultural land and only about 10% is currently with the UP government. Mayawati has announced major sops for the farmers whose land will be lost to the project. The sops include free residential properties, upwards of Rs. 35,000 cash and quota allotment in jobs and residential properties
